General Summary

Responsible for the construction, maintenance, operation and repair of transmission lines to ensure reliable and efficient operation of Rayburn Country Electric Cooperative, Inc.’s (Rayburn) transmission system including poles, conductors, insulators and other equipment.


Principal Duties and Responsibilities / Knowledge

  • Manages multiple priorities and works effectively in a deadline-driven environment.
  • Maintains transmission lines owned or controlled by Rayburn.
  • Performs routine field inspections to identify sagging or damaged transmission lines, broken or missing insulators, and damaged, broken or unstable poles or H-frames, and auxiliary equipment on poles and structures as well as any other potential problems or hazards related to line equipment to ensure the reliability of Rayburn’s transmission system.
  • Removes, installs and replaces various types of equipment including but not limited to: breakers, transformers, voltage regulators, current transformers (CTs), potential transformers (PTs), lightning arrestors, circuit switchers, and capacitor banks; installs and adjusts gang-operated air brake and motor operated switches; and constructs all substation related structures. Assists with fitting and welding rigid bus, making up jumpers to all equipment including the ground grid and the grounding of all equipment associated with high voltage stations.
  • Identifies safety issues in the field and provides suggestions on ways to improve the overall safety of the site and eliminate hazards as appropriate.
  • Maintains vehicles, tools, and equipment to promote safety and reliable operation.
  • Performs switching orders on the electric system in conformance with established operational procedures.
  • Operates heavy equipment utilized in high voltage transmission maintenance and construction including but not limited to bucket truck, digger-derrick, trencher, forklift, skid steer, etc.
  • Coordinates with appropriate authority for lock out-tag out functions, one-shots, etc.
  • Installs poles, conductors, transformers, meters, and hardware on energized and de-energized lines and equipment in accordance with specifications and requirements.
  • Ensures Job Hazard Analysis (JHA’s) occurs before scopes of work commence when applicable.
  • Understands standard operating procedures and adheres to safety rules and regulations.
  • Maintains positive relationships with landowners, contractors, suppliers and other employees; reports any issues to supervisor and management as necessary.
  • Understands the project plans and specifications.
  • Examines rigging to make sure it is rigged correctly and that the loads are tied down properly and do not exceed limitations.
  • Drives Rayburn vehicle to sites that may involve exposure to live electrical hazards and inclement weather conditions.
  • Responds to call outs and power outages in a timely manner.
  • Subject to on call outside of normal business hours as business needs dictate.

  • Timely shares complete information with others including Rayburn management and staff, contractors, and other third parties, as required.
  • Delegates jobs and tasks to appropriate employees, providing complete information and resources to properly complete such jobs and tasks.
  • Timely provides Rayburn management with complete reports on work and tasks performed as such reports are requested or required.
  • Performs any other duties as assigned by supervisor or executive management.

Job Specifications / Skills Required

Education: High School Diploma or General Equivalency Diploma (G.E.D.)
Experience: 5+ years linework experience

Journeyman Lineman certification

Thorough knowledge of the practices, methods, equipment, materials, and tools of the electric utility industry.

Thorough knowledge of the occupational hazards and safety precautions required of the work. 

Must possess excellent verbal and written communication skills

Proficient in Microsoft Office

Excellent organizational skills

Able to work effectively in a team environment; willing to assist others

Physical Demands

This position spends a majority of time outside in all weather conditions

Ability to perform repetitive motions in order to use a computer keyboard, test equipment and operate hand tools

Must be able to lift up to 50 lbs. loading and unloading a vehicle

Must be able to lift up to 50 lbs. loading and unloading a vehicle

May be asked to climb as a part of field related duties.
