Job Description

Monitors, operates, and controls the Rayburn Country Electric Cooperative, Inc. (Rayburn) transmission system. Work is performed on a rotating 12‐hour shift basis and is subject to on‐call relief whenever required. Exercises authority over grid operations to ensure safe and reliable performance. Responds to system conditions and performs activities according to policies and procedures in conformance with Electric Reliability Council of Texas (ERCOT), Texas Reliability Entity (TRE), North American Electric Reliability Council (NERC), Federal Energy Regulatory Commission (FERC), and Public Utility Commission of Texas (PUCT) operating guidelines.

Principal Duties and Responsibilities / Knowledge

  • Monitors, analyzes, and responds to electric system conditions by monitoring the flow of electricity through substations and over a network of transmission lines via
  • Controls electric transmission facilities in a safe and reliable manner in compliance with FERC, NERC, TRE, and ERCOT policies, procedures, and standards.
  • Provides work direction to field personnel and coordinate with neighboring entities during normal and abnormal system conditions for the safe removal and return to service of sections of Rayburn’s transmission system in accordance with approved operating and safety
  • Monitors and controls voltage levels and power flows on Rayburn’s transmission system to maintain reliability. Analyzes system operating conditions, interprets system data, and takes appropriate corrective actions as
  • Assists with development and maintenance of Rayburn’s transmission operations and maintenance procedures, guides, and
  • Directs and performs high‐voltage switching operations during normal and abnormal
  • Implements and ensures adherence to safety standards during high‐voltage switching and maintenance operations.
  • Manages and communicates transmission outages while minimizing the disruption of generation or interchange schedules and maintain compliance with regulatory and safety
  • Complies with applicable guidelines, protocols, record keeping and retention requirements and rules of ERCOT, TRE, NERC, FERC and

Key Accountabilities

  • Complies with all policies, procedures and confidentiality requirements or obligations, including those inherent in this position, effective as a result of employment with Rayburn.
  • Complies with all safety rules, NERC, ERCOT, TRE reliability standards, operating rules and regulations.
  • Complies with FERC Standards of Conduct.
  • Passes Personnel Risk Assessment before hire and every seven years thereafter.
  • Timely completes required training, including Annual Cyber Security training.
  • Timely obtains and maintains required certifications, including required NERC & ERCOT certifications.  This requirement is mandatory.  In the event such required certifications are not timely obtained and/or maintained, Rayburn may terminate the employment relationship.

  • Timely shares complete information with others including Rayburn management and staff, contractors, and other third parties, as required.

Job Related Qualifications

Education:

  • High school diploma or equivalent

Experience:

  • 2+ years in transmission system operations or related field experience preferred.

Certification:

  • NERC System Operator certified with at least a Transmission Operator certificate or obtain certification within six months of hire date.
  • ERCOT certified or obtain certification within six months of hire date.

Skills:

  • Requires knowledge and understanding of high voltage utility operations and maintenance, including transmission and generation equipment and electric systems
  • Self‐motivated and disciplined
  • Proficient in Microsoft Office
  • Excellent organizational skills
  • Excellent verbal and written communication skills
  • Evidence of an aptitude for critical thinking
  • Must possess and maintain a valid driver’s license

Physical Demands

  • Ability to sit for extended periods of time at a computer workstation.
  • Ability to perform repetitive motions in order to use a computer keyboard, test equipment and operate hand tools.
  • Specific vision abilities required include: close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
  • Must occasionally lift and/or move up to 20 pounds; open file cabinets and bend or stand as necessary.
